Fairfield Hills Authority 7/24/06
The Fairfield Hills Authority held a special meeting on Monday, July 24, 2006 in the meeting room at Town Hall South, Main Street, Newtown, CT.  Chairman Robert Geckle called the meeting to order at 7:30 p.m.

PRESENT:  Robert Geckle, Andrew Willie, Amy Dent, Moira Rodgers, Donald Studley, Walter Motyka   ABSENT:  John Reed, William Lavery

ALSO PRESENT:  Barbara Kasbarian (Parks & Recreation Director), Carlen Gaines (member or Parks & Rec Commission), Scott Baillie (O&G), Gary Sorge (Vollmer Associates), one member of press

PUBLIC PARTICIPATION:  None present

Ballfield  – Mr. Gary Sorge of Vollmer Associates displayed the plan for the 90' baseball field at the location of Fairfield House (copy attached).  This location was chosen because it would require the demolition of only the one building.  It is also toward the center of the campus where future lighting would not a problem to neighboring properties.  Test pits have been dug and it was found that soils are suitable for re-use.  The estimates include the laying of the conduit for lighting at some time in the future.   The estimate includes 25,000 s. f. of parking.  Ms. Dent asked about the proximity to Kent House, which could impact land available around Kent since this is closer than indicated in the Master Plan.  She understands that it is cheaper to do it this way now since we only have to demolish one building but other buildings will be demolished at some point anyway.  Mr. Sorge suggested that the Master Plan shows fields on the opposite side of Kent House which if not built would capture more property for that particular building.  

Trails – Mr. Sorge advised that an analysis of the accessibility of the trails was done.   The recommendation is for Phase 1 to focus on accessibility to the summit, with a new 975 l. f. section of trail. Then possibly grants will be available to complete Phase 2 as shown on the proposed plan (copy attached ).  
Vollmer Associates estimates approximately $135,000 for total architectural and design fees.  They will require $35,000 to get to 60% of design development.  Mr. Willie asked Ms. Kasbarian and Ms. Gaines if Parks & Recreation agrees with this layout and Ms. Kasbarian replied that they do agree and support this moving ahead.  
        Mr. Motyka moved to approve moving to the next milestone of a 60% level of design development for the ballfield, walking trails, and parking for the ballfield in the amount of $35,000.  Motion seconded and unanimously carried.
        Mr. Baillie agreed that this will be ready in 5-6 weeks in time for the September meeting of this Authority.  
        Having no further business, the meeting was adjourned at 8:20 p.m.
